Quito, March 24 1999 Press Release Indigenous Nationalities on AlertDelegates representing different Provincial Federations, Indian Pueblos, and Nacionalidades met yesterday at CONAIE's National Assembly in order to evaluate the Levantamiento (uprising), the agreement with the Government, and the current political situation. It resolved the following: · REGARDING THE BANKING CRISIS That the problems created by the crisis of private banks should be resolved by the bankers themselves, given that the crisis is exclusively the product of their own deficiencies and/or administrative irresponsibility. In an effort to protect their own interests, they have put at risk thousands of depositors. It is the obligation of the State to be vigilant and assure the financial sector responds to its clients in a quick and flexible manner. At the same time, we reject the idea that the People's money--from taxes, revenues or the monetary reserves--be used to save the private financial sector. Let the private business sector prove its efficiency with its own resources, not with barriers on deposits that erode confidence, paralyzes production and commerce, and seriously depresses the nation's economy. We reject the attitude of the bankers, the Social Christian Party, and certain Guayaquil businessmen. In calling on the State to rescue them from their own entrepreneurial irresponsibility, they have promoted dishonest, dangerous, and regionalist discourses that envelops the banking crisis in the situation of hunger and neglect which is the product of the politics of the persistent co-governance of Febres Cordero and Nebot with Durán Ballén, Abdalá, Alarcón and Mahuad. We insist that a criminal punishment be used against speculators on the dollar and also call for a legal proceeding against the Superintendent of Banks as one the responsible parties for the crisis. · ON THE AGREEMENT WITH THE GOVERNMENT, WE
